HICA Group appoints two compliance support officers

Yorkshire-headquartered not-for-profit social care provider, HICA Group, has strengthened its governance team with two appointments to compliance support officer roles.
Kelsie Carter and Zak Foster have joined the group, where they will work alongside senior colleagues to support care managers and frontline teams in meeting regulatory requirements and maintaining consistent standards.
In their roles they will work closely with service providers to ensure they operate safely and in line with requirements set by the Care Quality Commission (CQC) and local authorities, helping embed best practice across the organisation, which supports older people, adults with learning disabilities, and individuals with additional support needs.
Terry Peel, HICA’s chief executive, said: “These roles have been created to strengthen the support that we provide to our services around compliance and governance.
“Kelsie and Zak will work closely with managers and teams to help them navigate regulatory requirements, maintain safe working practices, and ensure that standards are applied consistently across our services.
“As a not-for-profit care provider, it is essential that we operate transparently, responsibly, and in line with the expectations of regulators, commissioners, and the communities we serve.
“These appointments reflect our ongoing commitment to quality and continuous improvement.”
Carter brings more than 15 years experience working in person-centred roles across employment, education, and community services.
Her background includes supporting people back into work through the Restart Scheme, delivering and assessing qualifications within HMP Full Sutton, supporting apprenticeship programmes in military settings, and working in local communities to help people with mental health needs access employment, education, and training.
Foster joins the organisation with a BA (Hons) in Health and Social Care and is currently completing both a Level 7 Leadership and Management qualification in health and social care and a Level 4 Internal Quality Assurance qualification.
He previously worked as a trainer and assessor in health and social care, supporting learners and promoting high standards of practice.
His background in training, quality assurance, and compliance will support teams across the organisation as it continues to strengthen its focus on safe, effective, and person-centred care.
